Inbox died because Gmail is more dominant and there for over took Inbox. But that doesn't mean it's just going to rot and go away. Live captions is never going to "rot." Could updating it be quietly forgotten? Yes, sure. "Quietly forget about it and let it rot." For those audibly impaired. Other projects can become a focus and this doesn't mean something that does work rots which leads me to my next point. My point is that companies can say theyxare going to do things and then get held back by say something like a pandemic. "Promise updates and improvements later." promise I don't think companies strictly say, "we promise." While I understand your wording is to make a point and you don't think companies do actually do this yourself. If not then live captions functions really well and I would say is far from half baked. If you are looking at this as half baked because more languages were not supported as promised then yes half baked.
